On the left is a lug nut with about 1/4th of a stud stuck in it...on the right is what it needs to look like. Shit. Any advice or do i just hope the tire shop has 1 lug nut

I got a full box of 10 lug nuts for $5 the other day at some autoparts store so I’d just go to autozone and see what they’ve got.

Standard lug nuts aren’t expensive. I don’t think it’s worth trying to fish the broken piece out of that one.
You are gonna replace the stud, right?

Of course. Winter tires and stock wheels are being mounted shortly so the stud will be replaced

Tire shops usually have them for about $2

It’s fucked. Even if you get the stud out the threads are probably not in great shape.

Tire shop should have something. If not swing by an auto wrecker. They’d probably give you a lug nut.
